Land registry wins top awards and
announces another record-busting year
Land Registry is delighted to announce that it has just won
two prestigious IT awards.
Land Register Online <http://www.landregisteronline.gov.uk/> ,
its first electronic service for the general public, has received
a 2005 WebAward from the Web Marketing Association for outstanding
achievement in website development.
And for the second time,
Land Registry is the Grand Prize award winner in the Winter
Corporation‚s 2005 Top Ten Programme
for Database Size, Transaction Processing Systems.
John Wright, Land Registry's recently appointed Director of
Information Systems, said:
'To again be identified as the world's largest online transaction
processing database recognises the key role Land Registry plays
in underpinning the economy by guaranteeing the ownership of
trillions of pounds worth of property in England and Wales.
'Land Registry today (13 September) also published its Annual
Report and Accounts for 2004-05. The report shows that during
the past year:
a record number of applications were received and processed
a fifth Charter Mark was awarded
the Land Register Online full service was launched
e-conveyancing was brought one step nearer as the e-lodgement
pilot project went live
significant progress was made in completing the Land Register
for England and Wales.
Introducing the report, Peter Collis, CB, Hon RICS, Chief Land
Registrar and Chief Executive, said:
"For Land Registry, 2004ˆ05
was a year of two quite distinct halves. The first half of
the year saw a continuation of the strong growth we had seen
in previous years. But, after the summer, we saw the amount
of work coming in to us fall away, seriously threatening our
ability to achieve our cost per unit target.
"Our response was to step up our efforts to encourage voluntary
registration work; to ensure that every application already lodged
with us was actioned; and to cut back on any uncommitted or inessential
expenditure. These efforts were successful ˆ indeed so successful
that, in the event, 2004ˆ05 was another record-busting year.
Overall, we handled two per cent more work than in 2003ˆ04,
faster than ever before, and we reduced our stocks of outstanding
cases to the lowest level since we began counting them.
"We launched Land Register Online, our first electronic
service aimed at the general public. We established our direct
electronic discharge of mortgages service, whereby the lender‚s
computer automatically notifies our computer when a mortgage
has been paid off and the charge can be released. We completed
the scanning of all those historic documents that are referred
to on the Land Register, and we launched a pilot whereby practitioners
can electronically lodge certain applications with us via our
Land Registry Direct service.
"Ninety-eight point
five per cent of our customers said they were satisfied or
very satisfied with our services and 80 per cent thought we
were better or much better than private sector firms they deal
with. We received further endorsement of the quality of our
services when we were awarded the Charter Mark for a record
fifth time."
New Rules Approved to Make Leases Simpler
A major change in the way Land Registry processes applications
for the registration of leases has been approved. The Land Registration
(Amendment) (No 2) Rules 2005 were laid before Parliament in
July and come into force in 2006.
Prescribed clauses are a set of standard details, which must
appear at the beginning of any lease out of a registered estate
for more than seven years (with certain limited exceptions).
The prescribed clauses contain all information necessary for
Land Registry to complete registration of the lease.
The clauses can be easily completed by either setting out the
necessary information or cross-referring to the relevant parts
of the document. This change will quicken and simplify the registration
process, and result in a more accurate and complete title register.
Joe Timothy, Director of Legal Services for Land Registry said:
"We hope that this will
assist customers drawing up a lease by acting as a reminder
of those aspects of a lease that can form part of the register.
Land Registry is continually striving to make the property
market simpler and easier for all and the new Rules move our
mission one step forward.
"Land Registry will
accept applications using the new clauses from 9 January 2006.
However, their use is only compulsory for leases granted on
or after 19 June 2006.

More domestic wind turbines expected
as homes become greener
Ministers have announced
changes to the Building Regulations for new dwellings which
should boost the use of solar panels and other "low and zero carbon" (LZC)
technologies such as domestic-scale wind turbines, heat pumps
and wood pellet stoves.
The changes, covering ventilation and fuel conservation, will
come into force next April, two years earlier than originally
planned and are expected to save around one million tonnes of
carbon per year by the end of the decade.
At the same time the government has launched a wide-ranging
review of how to improve the energy efficiency standards of existing
buildings, a move partly dictated by the need to meet the requirements
of new European Union legislation.
The revisions to the Building
Regulations, which kick-in next year, will set maximum carbon
dioxide emissions for whole buildings. The government has pointed
out that this performance-based approach will offer designers
the "flexibility" to choose solutions
that best suit their needs and are cost-effective and practical.
Although the new rules are not prescriptive about how the revised
standards will be met the government has stressed that the new
regime should provide a strong incentive to consider LZC systems.
The Office of the Deputy Prime Minister has published an interim
guide to these technologies on its website.
Housing and planning minister
Yvette Cooper said: "We are
driving up standards for new homes so that housing can do its
bit to combat climate change. These new standards are good news
for consumers‚ energy bills and for the environment too".

Modern architecture winning battle for public approval
The government‚s design
advisers have claimed that the public has become more enthusiastic
about ground-breaking modern buildings.
That claim has been made
by architect John Sorrel, chair of the Commission for Architecture & the Built Environment,
when he launched the organisation‚s latest annual report.
"The public appetite for exciting contemporary architecture
is growing "insisted Sorrell, although he warned against
complacency.
"We can all think of buildings, even prize-winning buildings
that appear to take little account off the fact that architecture
serves an end rather than itself," he added.
During 2004/05 CABE design
review panel examined almost 500 schemes covering 175 local
authority areas. Over that period, CABE also produced its quick-reference
guide to national design policy, which provides developers,
architects and local planning authorities with a simple "crib sheet" listing
the latest planning policies in this area.
The CABE review has also
highlighted the watchdog‚s audit
of the design standards of 100 schemes from volume house-builders.
Despite over 80 per cent of developments being judged "average" or "poor",
CABE concluded there were some hopeful signs.
"Every local authority and every builder had both good
and bad schemes, suggesting that they all have the ability to
deliver good design," argued CABE

Mayor announces phase three of his 100 public spaces programme
Ken Livingstone, Mayor of London, today announced the next ten
projects to receive support in the third phase in his programme
aimed at improving 100 public spaces in London.
100 Public Spaces is a collaboration
between the Mayor‚s
Architecture + Urbanism Unit, Transport for London, the London
Development Agency, London boroughs and other partners. The aim
of the programme is to create exemplary public spaces and establish
a lasting legacy for a better quality of life for Londoners and
its visitors.
He was speaking on the opening
day of `Civilising Spaces: Improving London‚s Public Realm‚ an
exhibition at the New London Architecture space in central
London which tracks the progress of the first twenty four projects
that have received support since 100 Public Spaces was launched
in July 2002 as well as the next ten.
The Mayor said:
`As London looks to 2012
to welcome the Olympics, we need to change the face of the
entire city. The public space projects and initiatives on display
in this exhibition are the first steps in turning London into
the world's most civilised, people friendly city, establishing
a lasting legacy for a better quality of life for Londoners.
By making better space, we can make a better city‚
Lord Rogers of Riverside,
the Mayor‚s Chief Advisor on
Architecture and Urbanism said:
""I have always
been passionate about London and urban life. But for too long
London's public realm has been neglected and ignored. Now we
have an opportunity to get things right by rebalancing the
spaces of the city for people and cars. I believe that the
street is the life blood of city life. When well designed,
streets and public spaces bring people together in a civilised
and safe environment. This is why the Mayor's 100 Public Spaces
initiative is so critical to London. It will transform the way
Londoners live, work and play in one of the world's greatest
cities."
The new projects are:

spaces for all Londoners to enjoy and in particular will advise
on the design process, including agreeing project briefs and
selecting the best design talent.

More affordable housing in Highlands and Islands
A new initiative to identify land for affordable housing in the
Highlands and Islands was announced today.
Under the initiative the Executive, as Scotland's largest crofting
landlord, will work with Communities Scotland to define areas
where development of affordable housing can take place without
compromising crofting interests.
Deputy Rural Development Minister Rhona Brankin said:
"I am committed to working
with crofting groups and other agencies to strengthen Scotland's
rural communities.
"The demand for retirement
or second homes in rural areas is pushing house prices beyond
the means of many local people.
"By freeing up suitable
land for development whilst avoiding the loss of cultivatable
croft land we can deliver affordable, sustainable housing in
remote communities."
Scottish Ministers represent the largest crofting landlord in
Scotland owning or retaining an interest in 72 estates. These
comprise some 1,600 holdings extending to around 104,000 hectares.
They are administered by Agricultural Staff in the Environment
and Rural Affairs Department of the Scottish Executive
The initiative will map out suitable locations on reserved areas
and common grazings and will work alongside crofting interests
and local planners to ensure that land is sold for the development
of affordable homes
This work mirrors a Forestry Commission Scotland scheme to use
parts of the national forest estate for affordable rural housing
Newt Colony Relocates for Regeneration Scheme
Major jobs boost for Stoke-on-Trent following coalfields funding
announcement
An investment of almost £10m
from national regeneration agency English Partnerships is set
to kick-start the redevelopment of the former Sideway Colliery,
in Stoke-on-Trent, with the potential for more than 900 jobs
by 2010.
The £9.9m funding will come from English Partnerships‚ National
Coalfields Programme, designed to breathe new life into former
coalfield communities. It will be spent on extensive reclamation,
including the removal of a tyre tip, the construction of an access
road, drainage and utility infrastructure and creating a platform
to assist in any potential housing development on the western
part of the site.
The cash will also pay for the relocation of a colony of protected
great crested newts, which need to be carefully moved before
any work can commence on site.
The 27 ha Sideway site is just south of the A500 and a short
distance from junction 15 of the M6. It has been identified as
a prime location for large industrial/distribution uses with
the capacity to accommodate one large commercial building of
up to 500,000 sq ft.
Neil Mortimer, Head of Coalfields
for English Partnerships, said, "The main regeneration
priority for this area is to provide employment opportunities
and Sideway Colliery has an important role to play to achieve
this aim.
"This funding will enable
a large contaminated brownfield site to be remediated and brought
forward for development. This will lead to the creation of
a significant number of jobs in an area where employment deprivation
is high, and help to lever in private investment."
Mark Meredith, Elected Mayor
of Stoke-on-Trent City Council, said, "The remediation
and development of Sideway Colliery will contribute significantly
to the provision of high quality available land, making more
choice available to the market. This is a large site with unrivalled
access to the M6 and M1.
"This project has been
designed to fit into the wider regeneration of Stoke-on-Trent,
including the Housing Pathfinder Strategy, development of other
National Coalfield Programme sites and priorities of the Regeneration
Zone."
Following work on the A500 and the opening of the M6 Toll Road,
combined with the availability of labour in the Stoke-on-Trent
area, there is a strong demand from the distribution sector seeking
large-scale warehouse facilities in the region.
Marie Greer, Director for
Staffordshire at Advantage West Midlands ˆ owners
of the site - said, "Sideway will be a first class addition
to the region‚s portfolio of high quality sites developed
by the Agency.
"One of our roles is
to create a diverse and dynamic business base and Sideway will
bring valuable new investment and new, skilled jobs close to
communities in greatest need."
£10.6million to improve
beautiful countryside
EDF Energy is working with environmental groups from the East
and South East England to evaluate plans to remove overhead
power lines in some of the most beautiful landscapes in the
regions.
The energy firm will invest £10.6million
over the next 5 years in projects to install underground cables,
in place of overhead power lines, in Areas of Outstanding Natural
Beauty (AONB) and in National Parks. This investment opportunity
has been made possible following a special allowance granted
by industry regulator, Ofgem.
EDF Energy has joined with environmental experts from across
its distribution area to form two Steering Groups, one in each
region. The Steering Groups include members from the Countryside
Agency (Chair), Suffolk Coasts and Heaths AONB, Broads Authority,
Dedham Vale AONB, Norfolk Coast AONB, Chilterns AONB, South Downs
Joint Committee, Kent Downs AONB, Surrey Hills AONB and High
Weald AONB.
Mike Dixon and Martin Gray,
both from EDF Energy‚s strategic
team, will represent the company on the Steering Groups. The
Group will regularly meet to evaluate and select proposals put
forward by the AONBs for the removal of power lines in some of
the most beautiful landscapes in the region. The successful proposals
will be put forward to EDF Energy so the company can draw up
detailed plans and costs for individual projects to remove overhead
power lines.
Speaking about the project,
Mike said: "This is a welcome
investment opportunity which will have a positive impact on some
of our most beautiful areas of countryside. We hope that by bringing
together environmental experts from across our distribution area
the money will be invested in the most worthwhile of projects."
Hazel Fleming from the Countryside
Agency, the organisation that chairs the Steering Group, said: "The
Countryside Agency is delighted to chair the Steering Group
for this exciting and innovative project. The programme of
works will have a positive impact on the landscape and character
of these nationally important areas. We hope that other electricity
distribution companies will be encouraged to set up similar
projects around the country drawing on the groundbreaking work
of this group."
EDF Energy hopes to invest £2.9 million in the East of
England and £7.7million in the South East on schemes to
install power lines underground in AONB and National Parks in
those regions over the next 5 years. Nominations will be made
through AONB and National Park Officers to the Steering Group.
Glasgow to bid for super casino
Glasgow City Council has
formally confirmed it will bid for the UK‚s first so-called "regional super-casino".
Councillors have argued that a Las Vegas-style hotel and leisure
complex would help the regeneration of the Scottish city.
The Department for Culture,
Media and Sport will decide the location of the first "super casino" next
year. At present, Blackpool is the front runner.
